Policy and Legislative Drafting Programme
The Policy and Legislative Drafting programme is responsible for the actual formulation and drafting of bills. Using information and data from the research and analysis programme, the drafting programme will process and produce bills for tabling and further discussion.
Drafting is carried out in legislation, amendments to legislation, gazette notices, rules, by-laws and memoranda and presenting them to the appropriate bodies. Moreover, the programme develops partnerships with other organisations involved in policy formulation and the legislative process, and:
- Identifies specific peer organisations and stakeholders on any given issues
- Organises fora to discuss policy and legislative issues
- Collaborates in areas of common interest with the stakeholders
- Reviews current and proposed legislation
The Policy Cycle
The Policy Cycle has the following components:
Agenda Setting – Generating public interest in a problem
Problem Recognition – Includes selecting a problem that will be treated in the political system
Documentation – Includes scientific analysis of the problem
Policy Design – Development of a political solution
Consultation – Testing the Acceptance of the policy by different interest groups
Decision Making – Choosing a solution
Implementation – Provision of resources
Output – That which the project actually produces
Impact – Specific impact of the project on the community
Outcome – Degree to which the impact on the community solves the problem
Evaluation – Evaluation of a policy during the different stages of the policy cycle
Improvement – Improving a policy that has been evaluated
Policy Termination – Ending a policy that does not work or is unnecessary
Legislative Digest
ILA produces the ‘Legislative Digest’, a periodic research oriented compilation of specific legislative issues that the organisation has carried out, is currently undertaking or has earmarked to undertake in the future.The digests are available both in print and electronic form.
